Seems like X's developer API still does not have the capability to upload long videos
Although, They now allow Premium subscribers to an upload a 1080p video, While regular users can only upload a 720p video.
I'll add the feature, Once they add it to the API.

I think, Uploading longer videos should already work, Please give it a try, And let me know if it fails.

Pul I for got this for a video over that. It was a post to both YT and Twitter at the same time, if that matters.
