Notionsocial does support @ tagging on Facebook, Just write @username in the caption.

Kathy Brown: Hi Kathy, I didn't know that @ tags don't work on Facebook.
I checked with Facebook's API and It's a little tricky to implement it, Cause you need the User id or the page id to mention them.
I will update you here, When I'll find a solution.
