I believe there is a mistake below in the post for the completion of this feature.
This is the other way around.
Quoting: write your tweet first and then paste the link
Replying: paste the link and write the tweet below.

Julien Andrieu: I had changed the decision while adding the feature, to support the existing way of quoting, By keeping the tweet URL above, Also I had to notify users if I change.
But I realize the new approach would be confusing, So I have again made changes, And now it will work like you described:
Quoting: write your tweet first and then paste the link
Replying: paste the link and write the tweet below.

If a tweet will be embedded before the Post's Content on Notion page, Then the Tweet will be quoted, Or if the Tweet will be below the post's content, Then the content will be published as a reply post to the embedded tweet.
